Opportunity: Middle Provo River Bank Stabilization Design

Description

PRESOLICITATION SYNOPSIS NOTICE: The Bureau of Reclamation (BOR) anticipates issuing Request for Quote (RFQ) 140R4020Q0083 to acquire contractor services for bank stabilization design, permitting support, construction and revegetation oversight, and reporting at a bank erosion area of concern on the Provo River, within the Provo River Restoration Project (PRRP) boundary, Wasatch County, Utah. The Utah Reclamation Mitigation Conversation Commission (Commission) purchased property within the PRRP boundary, set back levees, and reconstructed a meandering river channel in reaches where the river had been previously channelized. This contract is intended to provide contractor services to: -Prepare preliminary and final designs, drawings and specifications, as needed to complete the work. Project features may include structural and/or non-structural river features to stabilize banks and/or deflect flows to protect the eroding bank. Additionally, the contractor shall conduct construction oversight to ensure that the construction outcome meets the design intent described in the Final Design Report and achieves project goals. -Assist the Commission with preparing and obtaining the environmental permits needed for the design from the jurisdictional agency (ies) as needed (eg., Utah Stream Channel Alteration permit application). This includes coordination and meetings with relevant agency (ies) and stakeholders, preparation of information and analyses needed to complete permit application forms, and completion of any needed field surveys. -Develop a revegetation plan that is consistent with vegetation within the PRRP and specifies seed mixtures, quantities, and seeding locations; plant species/sizes, quantities, planting locations, soil handling and, plant installation notes/details as well as weed management directions. Note: Construction and revegetation will be completed separately from this contract by the U.S. Bureau of Reclamation Force Account Crew or a separate contract. Solicitation 140R4020Q0083 will be competed as a total small business set-aside. The Government reserves the right to award with or without discussions. The Government intends to award this requirement as a Firm Fixed Price (FFP) contract with a Period of Performance of Date of Award through September 20, 2021. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Quote (RFQ). This PRE-SOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government.
