Opportunity: Rehabilitate Two Digesters at El Portal Wastewater

RFP NO. 140P8518R0002 Pre-Solicitation Announcement Rehabilitate Two Digesters at El Portal Wastewater Treatment Plant for Yosemite National Park The National Park Service, Yosemite National Park, has a requirement for rehabilitation of two digesters at El Portal Wastewater Treatment Plant. The primary digester holds approximately 229,000 gallons and the secondary digester holds 102,000 gallons. Cleaning of the digesters has not been performed in recent years. Significant accumulations of solids consisting of sludge, sand, and other debris normally found in wastewater digesters should be expected. Cleaning shall include screening of pumped digester sludge (capable of removing particles ¼-inch and larger), a dewatering process to remove water from the screened sludge resulting in a minimum of 20% biosolids by weight, and transferred to a designated staging area (the fluid separated during the dewatering process will be deposited into a plant drain). Once the digesters are emptied, any solids on the walls, ceilings, floors and equipment must be water blasted until clean. The Contractor shall provide all tools, equipment, materials, supplies, manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work or other operations required for the fulfillment of the work identified in the Specifications. The anticipated period of performance is scheduled from September 3, 2018 through December 31, 2018. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 238910, with a corresponding size standard of $15 million in annual gross receipts for the past three years. This acquisition is a Full and Open Competition. The Request for Proposal (RFQP) will be available on or around July 30, 2018 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. An organized Site Visit has been scheduled and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price.
