Opportunity: Supply and Deliver Floating Toilets for Lake Mead

The purpose of amendment 2 is to provide additional answers to questions submitted. There is no change to the quote due date. The quote due date remains Thursday, September 5, 2019 12:00 PM PST. This is a solicitation for commercial items prepared in accordance with FAR Part 12 and 13.5 Procedures, Simplified Procedures for Certain Commercial Items. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-03 / 07-12-2019. This is a small business set-aside. The NAICS code for this requirement is 332999 All Other Miscellaneous Fabricated Metal Product Manufacturing or 326191 Plastics Plumbing Fixture Manufacturing. The small business size standard is 750 employees. This procurement is for the supply and delivery of Floating Restrooms in accordance with the Statement of Work. To determine the best value the following factors will be reviewed: price, product specifications and features, completion time, experience, technical approach and past performance. The Government intends to make a Firm Fixed Price purchase contract based on a Best Value determination in accordance with FAR 13.106. Price will be reviewed for reasonableness IAW FAR 13.106-3(a). The anticipated performance period is 90 calendar days from award of order. We reserve the right to cancel this Request for Quotations. Interested quoters must be registered in the System for Award Management (SAM) database. Registration may be made through the SAM website at https://www.sam.gov/portal/SAM/. Quoters who do not have an active SAM registration will be considered either ineligible or non-responsive and will not be considered for award. IAW FAR Subpart 25.1, for this requirement we are required to acquire only domestic end products unless an exception applies. This acquisition is in support of Lake Mead National Recreation Area.
