Opportunity: PETROLEUM EXPERTS LTD

This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to Petroleum Experts, Inc. (PEI) under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source. Petroleum Experts, Inc. (PEI) will provide software maintenance on currently owned 2D/3D GIT Move software licenses. The software maintenance will include updates of new software releases, bug fixes, and technical support. Market research efforts have indicated that only the manufacturer Petroleum Experts, Inc. (PEI) can provide software maintenance for the 2D/3D GIT Move Software. Therefore, Petroleum Experts, Inc. (PEI) is the only responsible source to provide the requested software maintenance. This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than November 4, 2018 at 12:00 ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, Ankur Patel, at Ankur.patel@bsee.gov no later than November 4, 2018 at 12:00 ET.
