Opportunity: COMPLETION OF TRI CNTY RMP PLANNING PROCE

Description 

This is a combined synopsis/solicitation for commercial acquisition & services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation has been issued. Solicitation Number 140L3020Q0003 is issued as a request for quotation (RFQ) with an open date of March 18, 2020, and close date of April 20, 2020. The solicitation document and incorporated provisions and clauses are those in effect through Synopsis: FAC 2020-01 . This is a simplified acquisition per FAR 13.106-1 Soliciting Competition, under NAICS 3541320 in accordance with authority granted under 41 U.S.C. 2539(c). Solicitation 140L3020Q0004 Modification 0003 dated April 7, 2020 clarifies: a). III TENTATIVE SCHEDULE Services for this contract will be billed firm fixed priced (FFP). Invoice at COMPLETION and BLM acceptance of each Task. Each Phase, (7) total contains multiple tasks. There are a total of (13) tasks associated within the (7) phases . b). V PAYMENT Each task will be billed at Total Labor Hours expended. Invoicing against each associated task completed within each of the seven (7) phases will be allowed. Payment of services expended within the associated task must be detailed in support of the Labor Hours expended. Each task is estimated at (400) labor hours per task. Estimated total contract performance period is not to exceed 5200 labor hrs. It is estimated the total contract performance period will not exceed two (2) years from contract award date. The Bureau of Land Management (BLM), Las Cruces District Office, has a requirement in soliciting quotations on a competitive basis from qualified contractors to enter into a firm fixed price contract for ¿ TriCounty Resource Management Plan Finalization¿ The Las Cruces District Office (LCDO) of the Bureau of Land Management (BLM) is in a planning process for the TriCounty Resource Management Plan (RMP) which is a revision of the White Sands RMP (1986) and an amendment of the Mimbres RMP (1993). A new Planning Area was created for the TriCounty planning effort, "Dona Ana, Otero, Sierra Counties" Planning area covers nine(9) million acres. Decision Area covers 2.3 million acres of BLM managed lands, and 500,000 aces of split-estate. The official start of scoping and the RMP/EIS process began with the publication in the Federal Register of the Notice of Intent published on January 28, 2005. The BLM requests assistance with the final phases of completing the TriCounty RMP. The objective of this Request for Quote (RFQ) is to issue a single order for the remaining phases of the planning process with the BLM serving as the lead agency. The result of this project will be the Proposed RMP/Final EIS and Record of Decision (ROD). All products and processes must comply with applicable laws and all Department of Interior - BLM regulation, policy, and other planning guidance, including requirements set forth in National Environmental Policy Act of 1969, as amended (NEPA), NEPA's implementing regulations (40 CFR 1501.7), the Federal Land Policy and Management Act of 1976, as amended {FLPMA), BLM's planning regulations (43 CFR 1610.2 and 43 CFR 1610.4-1), the BLM Land Use Planning Handbook (H-1601-1, 2005), the BLM NEPA Handbook H-1790-1 (2008), the Omnibus Public Land Management Act (OPLMA) (Public Law 111-11),. The Proposed RMP/Final EIS is exempt from the page limits set forth in Secretarial Order 3355. The process, with a signed ROD, is to be completed before October 1, 2021.
