Opportunity: AQMS Support for the PRSN.

Description 

AQMS Support. This is a Notice of Intent to Award a Sole Source Order to Instrumental Software Technologies Inc. (ISTI), New Paltz, NY. The requirement is for an ongoing maintenance and development of the Advanced National Seismic System (ANSS) Quake Monitoring System (AQMS) for the Puerto Rico Seismic Network (PRSN). To the knowledge of the USGS, ISTI is the only source capable of meeting all the described requirements below. Among other tasks, the service shall include completing the implementation of the PRSN including fallover script and documentation, updates to the Earthquake Warning and AQMS, reverse Domain Name System (DNS), EarlyBird updates, Product Distribution Layer (PDL) into AQMS, and setup of ampgen and shakeman amplitudes into the PRSN. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Responses are due no later than 11/15/2019 1300 EDT. Response shall be submitted to Stewart Evans by email at sevans@usgs.gov. All responses shall be limited to 10 pages. No hard copies or submissions to FedConnect will be accepted.
