Opportunity: SURFACE WATER DATABASE CLEANUP

SURFACE WATER DATABASE CLEANUP: This is a Notice of Intent to Award a Sole Source Order to Thomas A. Herrett, Salem, OR. The requirement is for the ongoing conversion of archived US Geological Survey (USGS) Oregon Water Science Center (ORWSC), Portland OR, records from the USGS created and generated Automated Data Processing System (ADAPS) Data Base (DB) to the "Aquarius" system. To the knowledge of the USGS, Thomas A. Herrett is the only source capable of meeting all the described requirements below. At a minimum, the potential Contractor must demonstrate experience performing the Government requirement of: conducting the necessary search of the DB to remove errant data and processors. These computed data and the processors that created them need to be fixed and removed from the Aquarius database and cross checked with the historical ADAPS database. Additionally, the sites that the data is retrieved from require thresholds to be set according to Office of Surface Water Technical Memorandum 2014.03, three pages, attached. The Contractor must be a fully trained hydrologist with an extensive experience with USGS policy, working on complex hydrologic data issues and complex database issues. Although a percentage of the work is online there is an extensive library of records stored on site, 25 file cabinets, needing to be accessed by hand by the contractor. Therefore, a physical presence at the ORWSC is required. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Responses are due no later than 11/20/2018 1300 EST.
