Opportunity: Newsbase

Description

The U.S. Department of Energy (DOE), Office of Intelligence and Counter Intelligence is seeking to add two additional research products to contract DE-IN0000091. Contract DE-IN0000091 was awarded on a sole-source basis to NewsBase on August 25, 2016 for the receipt of five specialized, proprietary country publications on oil and gas. The proposed mod to the contract will add two proprietary country publications: 1) China Oil & Gas (China Oil) and 5) Europe Oil and Gas (EurOil). The DOE is using exemption to competition 6.302-1(a)(2), One Responsible Source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue an award to NewsBase, than they should submit a capability statement by 8 A.M. EST August 11, 2017 to Michael.thomey@hq.doe.gov. A determination by the Government to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
