Notice of Intent to Award The U.S. Department of Energy, Environmental Management Consolidated Business Center (EMCBC) intends to award a Purchase Order on a sole source basis to Don R. Sloan, under Simplified Acquisition Procedures, under FAR Part 13. The Head of Contracting Activity (HCA) for the U.S. Department of Energy’s (DOE) Office of Environmental Management (EM) is the senior contracting official within EM. The HCA has a need for a consultant on an as needed basis, to provide advice and assistance to the HCA related to acquisition planning, solicitation, evaluation, award, and administration. In addition, the contractor shall provide advice and assistance related to the HCA’s oversight of the respective EM contracting activities, who support EM’s missions at multiple sites using various contracting methods. There is only one known source, Mr. Don R. Sloan, who has the knowledge and availability needed to provide these consultant services. Mr. Sloan served as a DOE Headquarters Procurement Analyst overseeing many major source selections, to include several environmental remediation and waste management projects at Paducah, KY and Savannah River, as well as D&D project at Portsmouth, OH. Mr. Sloan developed standard Department training materials for SEBs and Source Selection Officials, as well as procedures for DOE EM HQ. He also has worked in two DOE field procurement offices, including with major contracts makes him the only source available to provide specialized consultant services to the DOE EM Head of Contracting Activity (HCA). Other sources would require education of the DOE, DOE EM, and would lack valuable experience with the major EM contracts. In addition, Mr. Sloan advised the SEB for the UCOR contract and has knowledge of the complex contract structure. Firms who want to challenge the sole-source must submit an interest letter that demonstrates their firm’s ability to provide an equivalent service and rationale as to why they should be considered as described above. All interested parties must respond by 12:00 PM (EST), July 7, 2017, to Wilmari Delgado, U.S. Department of Energy, 250 E. 5TH Street, Suite 500, Cincinnati, OH 45202. Email: wilmari.delgado@emcbc.doe.gov. No reimbursement for any costs associated with providing the capability information will be provided by DOE. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
