Opportunity: Renewal AIMMS Maintenance and Support Services

Description 

The United States Energy of Information Administration (EIA), Procurement Office intends to solicit and negotiate a Firm Fixed Price (FFP) Purchase Order with AIMMs, Inc. under the authority of FAR 13.106-1 – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This synopsis is being published for informational purposes only. This proposed action is to license use of proprietary AIMMS Development software necessary to meet the requirements for model development, enhancements, and continuing support for existing AIMMS licensed products. AIMMS models and software coding are the basis for the EIA’s National Energy Modeling System (NEMS) model as well as other international models. Maintenance includes the availability of technical consultation in the event of uncertainty or product malfunction, and unscheduled periodic upgrades of the software as they are released. The applicable North American Industry Classification System Code (NAICS) for this requirement is 541511 – Custom Computer Programming Services. The statutory authority for permitting other than full and open competition for this requirement is pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 13 for the aforementioned requirement based on the application of FAR 13.106-1(, Only one source is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement in response to EIA’s intent to purchase on a sole source basis. Any capability statements shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Wednesday, February 29, 2017. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to change the acquisition strategy for the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government.
