Opportunity: PointLogic Energy Subscription Renewal

Notice of Intent This “Notice of Intent” is not a request for quote and a solicitation will not be issued; however, all proposals received prior to the closing date of this notice will be considered by the Government. The U.S. Energy Information Administration (EIA) intends to award a sole source contract to PointLogic Energy, an OPIS company for subscription web-based database access services for the Office of Energy Statistics (EI-20) Office of Survey Support and Application Management (OSSAM) in the Energy Information Administration (EIA) for the following period of performance: Base Year: 9/2/2016 – 9/1/2017 Option Year 1: 9/2/2017 – 9/1/2018 Option Year 2: 9/2/2018 – 9/1/2019 This document sets forth the justification and approval for the use of one of the exceptions to full and open competition allowed under the Competition in Contracting Act of 1984 (CICA). This sole source contract will be issued under the authority of the Competition in Contracting Act, codified at 41 U.S.C. 3304(a)(1), and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy any agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, no later than the closing date and time of this notice.
