NOTICE: The U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Brand-Name/Exact Match only Request for Quote (RFQ) for Websense hardware and software as identified in the below line item descriptions. BRAND NAME JUSTIFICATION: This brand name justification is written under the authority of 41 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(c), 11.104 and 11.105. NETL utilizes WebSense for Internet access security. This system is configured and tuned for the NETL computing environment. Some components of this system are end-of-life and are not eligible to receive hardware support and/or security software upgrades. This purchase would replace the end-of-life WebSense hardware components, extend support and bring NETL’s security posture up to date. NETL requires exact-match only WebSense brand replacement hardware components to guarantee compatibility with NETL’s existing WebSense Internet access security. The WebSense maintenance/support items ensure continued use of the hardware components and software support to keep the WebSense system operable within NETL’s computing environment. No other brand is fully compatible with NETL’s existing WebSense Internet access security. Interested vendors are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net. The vendor's quotation may also be accepted via email. Vendors may email their quote to the Purchasing Agent assigned to this requirement, Kathleen Nedzesky, at Kathleen.Nedzesky@netl.doe.gov, by the due date and time indicated in Block 10 of the RFQ SF-18. If submitting a quote via FedConnect, please do not also submit via email. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. Vendors must provide documentation that validates they are an approved and authorized reseller of the brands/manufacturer, and that the products/services quoted meet the exact match/brand-name requirement. Selection will be based on the vendor’s brand name/exact-match quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data (as necessary) for an acceptability determination by the Government. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the products/services included herein. The technical acceptability determination will be based on the quotation(s) with an exact brand name/item (part) number only as those included within this RFQ. Items quoted must be an exact match of the product. NO SUBSTITUTION ITEMS proposed will be considered for award. Period of Performance will be date of award through 03/31/2017
