The Department of Energy, Golden Field Office, intends to award a sole source contract, in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b), to OmStout Consulting. This contract will be awarded to support the Building Technologies Office (BTO), Residential Buildings Integration Program in the evaluation of two sub-programs: Home Performance with ENERGY STAR® (HPwES) and the Staged Upgrade Improvements Effort. The work effort includes program implementation, strategic positioning, recruitment and coordination with the energy efficiency improvement industry. The contractor shall 1) develop a detailed report on recommended approaches for program implementation; 2) develop a detailed memo outlining a strategic path for both HPwES and Staged Upgrade Improvements; 3) develop a detailed report on recruitment practices for DOE; and 4) develop a detailed memo on the effective roles of multiple organizations that support the energy efficiency improvement industry and recommendations on how DOE can support this infrastructure of organizations. The estimate of work under this contract is for four months, with a program magnitude of approximately $145,000. No Request for Quotation (RFQ) will be issued for this requirement. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
