Opportunity: Notice of Intent - Health-Related Technical and Ad

This “Notice of Intent” is not a request for quote and a solicitation will not be issued. The Department of Energy (DOE) intends to issue a noncompetitive modification to Contract Number DE-DT0000088 to extend the period of performance for up to nine (9) months, (one six (6) month base and one three (3) month option) in support of activities involving the continuation to provide health-related technical and administrative support to the Office of the Associate Under Secretary for Environment, Health, Safety and Security (AU). The period of performance will be extended from March 26, 2015 through December 25, 2015. The DOE’s AU has a requirement for immediate continuation of support to their mission. Unanticipated delays, due to protests and corrective action received from solicitation of the follow-on contract, have created the need to further extend the current contract through December 25, 2015. Award of a non-competitive extension to the current contract is the only means to avoid jeopardizing the continuation of on-going and planned contract support to the Office of the Associate Under Secretary for Environment, Health, Safety and Security. The requested extension is the only feasible alternative for obtaining the required services before the contract expires. This requirement was initially awarded to Project Enhancement Corporation (PEC) to provide health-related technical and administrative support. The applicable North American Industry Classification System Code is 541330; Size Standard is $15 million. In accordance with Competition in Contracting Act, 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency, no later than the closing date and time of this notice. Responses must be in writing, by e-mail to the Contract Specialist at Robert.Brown@hq.doe.gov. The e-mail shall contain the following subject line: Response to Notice of Intent – Support for AU. Please submit all information no later than March 23, 2015, 12:00 pm Eastern Time. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE.
