Opportunity: Notice of Intent to Sole Source: OLI Software for

Description

Special Notice: OLI Software Renewal for NETL In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to issue a modification to existing purchase order number 89243319PFE000133 with OLI Systems, Inc. that adds NETL’s annual renewal of OLI Flowsheet: ESP plus OLI Studio: Corrosion and Stream Analyzer software programs, and aligns all performance period dates through March 31, 2020. This requirement is considered a sole source to OLI Systems because, to the best of the NETL’s knowledge based on market research conducted, OLI Systems is the author and sole owner of OLI software (including OLI Flowsheet: ESP plus OLI Studio: Corrosion and Stream Analyzer and Silver Service); and the confirmed sole authorized distributor and seller of OLI Software. NETL utilizes various software programs for model building and has determined that the OLI Studio software is the only program that meets the requirement needs of NETL’s determining environmental speciation of corrosion media at elevated temperature/pressure values, developments of thermodynamic diagrams for alloy stability in corrosion media, and corrosion rate predictions. NETL’s Research & Innovation Center (RIC) will use this product to provide rigorous predications of the chemical reactions and phase behaviors of complex mixtures of chemicals in water, under modest to extreme conditions of temperature, pressure, and ionic strength. OLI Flowsheet: ESP plus OLI Studio: Corrosion and Stream Analyzer is the only known software that can perform these functions, while providing corrosion rates, oilfield scale prediction, water treatment and environmental simulation. No known potential alternate sources exist which could satisfy NETL's requirement needs. This special notice is not a request for quote/proposal; however, is solely for the purpose of identifying the additionally open market software renewal items that are being procured under this requirement.
