Description

The NRC requires NSA-certified secure communications Encryptors to protect information classified at the Secret level and below, ensuring that it is protected from intrusion, and meet National Institute of Standards and Technology (NIST) requirements (NIST SP 800-53, Security and Privacy controls for Federal Information Systems and Organizations) and provides a common foundation for information security across the U.S. Federal Government. The current TACLANE’s that NRC utilize for secure communications circuits (ESN, GOLD & SIPRnet) have reached their end of life cycle and need to be replaced with the current model which will upgrade our systems and provide enhanced secure communications. TACLANE Encryptors are the only brand compatible with the secure communications circuit and General Dynamics Mission Systems Inc. is the sole NSA authorized vendor that manufactures and sells these products. The NRC confirmed with General Dynamics Mission Systems on July 14,2021 that General Dynamics Mission Systems Inc., 150 Rustcraft Rd, Deddham, MA 02494 is the only authorized NSA certified source that sells TACLANE Encryptors, Ancillary items, TACLANE and vIPerSecure Phones. Accordingly, the NRC intends to solicit, negotiate and award a purchase order to that company for 12 TACLANE Encryptors, Ancillary items, 5 TACLANE Steel Rack Mount Shelf Kits, 1 TACLANE-Nano Encryptor and 16 vIPerSecure Phones. This noncompetitive acquisition is conducted under the authority of FAR 13.106-1(b). Only one source reasonably available.
