Description

The U.S. Environmental Protection Agency (EPA) Region 9 is seeking businesses interested in submitting a proposal(s) for an Indefinite Delivery/Indefinite Quantity (IDIQ) single or multiple award contract to provide consultant services to assist the Water Division with implementation of its core water programs and related key priorities including the Water Division's Strategic Plan, the Bay-Delta Action Plan, climate change, and water and energy use efficiency, using negotiated contracting procedures under Part 15 of the Federal Acquisition Regulations (FAR). This procurement will be a partial set-aside for SBA-certified small business concerns, in addition to a full and open competition. This requirement is being procured via one (1) RFP (Request for Proposal) comprised of three (3) separate modules. Each module will detail services related to three legislative authorities as follows: Module 1 - Clean Water Act; Module 2 - Safe Drinking Water Act; Module 3 - Infrastructure for the Pacific Islands. Modules 1 and 3 will be procured via full and open competition; Module 2 will be set-aside for small businesses. This contract will be awarded and administered by EPA Region 9, located in San Francisco, CA. The contract will be a combination firm fixed-price/time and materials performance-based contract comprised of a one (1) year base period and four (4) contingent one (1) year award terms. There will be a pre-proposal conference held approximately 15 days after the issuance of this RFP, via a webinar.
