Opportunity: Collaborative workshop and resulting report on Han

Description 

The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Water Environment Research Foundation (WERF) to provide professional services and a written report for a Collaborative Workshop on Bio-contaminated Wastewater by Water Resources Recovery Facilities (WRRFs). The report will serve to guide the research of National Homeland Security Research Center (NHSRC), located in Cincinnati, OH to provide operators with technical information about how waste water collection and treatment systems can handle wastewater contaminated with pathogens. NHSRC will use the final report resulting from the workshop to guide its research on this topic. NHSRC is conducting research to investigate pathogens entering the wastewater collection and treatment system. Under its obligations of various regulations, presidential policy directives, and presidential decision directives, EPA is required to develop such technical information. The only avenue of developing this information is through a subject matter workshop. One purpose of this workshop is to identify and convene highly qualified subject matter experts, with unique expertise in this field, to advise NHSRC about what technical information operators of waste water collection and treatment systems need in order to minimize the impact on public health, worker safety, wastewater system efficacy, and the environment. This technical information, along with recommendations for research on this topic, will be contained in the workshop report. EPA has identified WERF as the only firm able to meet the requirements of this procurement. WERF is an independent scientific research organization and has the knowledge, experience, and expertise to ensure the necessary authority to lead the technical and industry experts in this workshop. WERF also has been entrusted by the National Science Foundation with coordination of recipients of one of its Rapid Response Research programs in the area of wastewater research. This unique experience is important to help inform the proposed bio-contamination workshop on specific workshop topics. This procurement will be accomplished under FAR Part 12 Commercial Procedures. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
