Opportunity: NOTICE OF INTENT TO SOLE SOURCE

The US Environmental Protection Agency, Region 8, Acquisitions Management Unit, intends to award a sole source purchase order to Xylem (OI Analytical) IAW FAR 6.302-1. The services required are for an O I Analytical Volatile Purge and Trap system that is compatible with EPA's existing equipment. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement which shall be considered by the agency. Description: O l Analytical Volatile Purge and Trap System that is compatible with current EPA equipment. The requirement consists of providing ongoing capabilities for environmental sample laboratory analysis and support of existing gas chromatography/mass spectrophotometer system consisting of: - Cyclone Water Management system - Trap View Software and TruColour LED indicator - Foam Sensing and Purge Abort Mechanism - Sparge Overfill Sensor - Infra-Sparge Sample Heater - Spiral-design Carrousel - Removable lightweight sample carrousel The Government anticipates that OI Analytical (part of Xylem) is the only responsible source licensed or certified to modify/change the OI Analytical software currently in use by the EPA and that they are the only distributor of the O I Analytical Volatile Purge and Trap System that is compatible with EPA's current equipment. Delivery Date: October 2017 NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
