Opportunity: Intent to Sole Source - Lab Air Analysis

The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, to Berkeley Analytical Associates, LLC., 815 Harbour Way South, Unit 6, Richmond, CA 94804 for laboratory analytical services for one sampling event consisting of 44 indoor air samples and up to four additional quarterly sampling event options. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541380 with a small business size standard of $15,000,000. This requirement is for the acquisition is laboratory analytical services for indoor air analysis to determine levels of caprolactam and formaldehyde at 75 Hawthorne Street, San Francisco, CA 94105. Vendor will provide conditioned sorbent tubes for volatile organic compound analysis, Sep-Pak XPoSure Aldehyde Samples, and analysis will be done in accordance with EPA Method TO-17, EPA TO-11A and ASTM Standard Test Method D 5197. Formal laboratory reports summarizing results for all samples will be required to be submitted within a week of submitting samples to the laboratory. A determination not to compete this proposed sole source has been made because EPA believes Berkeley Analytical Associates is the only source that can provide the specified services to U.S. EPA, Region 9. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. However, the government will consider all responses received within 15 days of publication. Interested parties may identify their interest and capability to respond to the requirement. All responses received within 15 days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered, telephone requests or inquiries will not be accepted. All documents submitted will not be returned. The Capability documentation should fully explain the firm¿s capabilities, qualifications, and technical background, describing in detail the ability to support this requirement. Additionally, it should include the point of contact, address, telephone number and e-mail address.
