In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the U.S. Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE The U.S. Environmental Protection Agency (EPA), Office of Inspector General, located in Washington, D.C., NC 20460, has a requirement to renew CORMIX software and maintenance as follows: MixZon, Inc. – 1033 SW Yamhill St., Suite 301, Portland, OR 97205 is the sole provider of the CORMIX license for maintenance and updates. JUSTIFICATION FOR SOLE SOURCE PROCUREMENT: The CORMIX License is required by the Office of Water (OW), Office of Water Permits Division (OWPD) to assist in direct National Pollutant Elimination Discharge System (NPDES) permit issuance by EPA Regions. It is also used in oversight of state NPDES permit programs. The software will be used by staff at EPA HQ and the Reginal offices. CORMIX is proprietary and is only developed and maintained by MixZon, Inc. It is the intent of the EPA to renew the required CORMIX licensing directly from the manufacturer. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUMMIT A QUOTE The North American Industrial Classification System (NAICS) code for this effort is 541519 and the business size standard is $30M. Any interested party that believes it can meet this requirement described herein may identify themselves and shall provide evidence of their capability with product literature to fulfill this requirement being requested by 4:30 PM EDT on August 31, 2022. All responses shall identify Federal Supply Schedules contracts, and active UEI number as registered in System of Award Management (SAM). Small businesses shall identify their small business concern representation as stated in FAR 52.219- 1 Small Business Program Representations. Responses shall be submitted in writing to Rhoades.Andrew@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. NOTE: If you are an authorized distributor or reseller; provide documentation confirming authorization and certified capability from the manufacturer to offer the software and maintenance identified in this notice to include warranty and support to the U.S. Government. Documentation shall also include the ability to offer the software and maintenance in one (1) year increments. Responses to this notice without this confirmation from the manufacturer will not be considered as valid. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.
