Amendment of Pre-Solicitation Notice of Competitive Procurement– (Sol. 68HERC25R0133) Facilities Support Services for Operations and Maintenance and Janitorial Support Contract US EPA Facility Duluth, MN The US Environmental Protection Agency, Great Lakes Toxicology and Ecology Division (GLTED) within the Office of Research and Development (ORD) has a requirement to obtain contractor support to supervision, labor, supplies, materials and services to operate and maintain (O&M) and clean (janitorial) the government owned Great Lakes Toxicology and Ecology Division-Duluth (GLTED- D) laboratory facilities. The site is comprised of a main lab building and several smaller support buildings, and temporary structures in support of our master plan renovations, totaling approximately 112,000 square feet of space housing approximately 150 employees. The site is an environmental research facility housing complex equipment and utility systems supporting long-term research. The Contractor shall provide an experienced working staff to operate and maintain the laboratory physical buildings, equipment, and grounds. The facility is to be maintained for laboratory operating conditions to conduct ongoing research without interruption. Services required under the anticipated contract include: • Operation and Maintenance (O&M) Services • Grounds Maintenance • Janitorial Services • Repair By Replacement via Ordering Task Orders • Shipping/Receiving/Fleet/SHEM Support Operations and Maintenance The Government anticipates the award of a single-award contract that will apprise a hybrid approach utilizing both firm fixed price (FFP), cost-reimbursement type line-items with a total performance period of five (5) years. The strategy for this procurement is changing from a competitive 8 (a) to a direct award to an 8(a) Alaskan Native Corporation. The draft Performance Work Statement (PWS) document released with the previous Pre solicitation Notice via separate attachment has been changed. A new draft Statement of Work (SOW) is attached. The applicable NAICS code is 561210 - Facilities Support Services, with a size standard of $47 Million. Contract award will be made in accordance with FAR part 12 - Acquisition of Commercial Products and Commercial Services.
