Opportunity: Comprehensive Infrastructure Support Services BPAs

This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable GSA offerors in the marketplace with the knowledge, skills, interest, and capability to perform the tasks as described in the attached draft Performance Work Statement (PWS). This market survey is to determine if the required services are viable in the marketplace, whether schedule holders are willing to participate, and if can small businesses perform the tasks as described in the draft Performance Work Statement. The EPA intends to award multiple five-year Blanket Purchase Agreements (BPA’s) under this requirement with a target effective date of February 12, 2023. To be considered a potential source, a firm must demonstrate they are able to provide the necessary personnel and services to support ALL efforts delineated by the draft PWS. Interested parties who possess the capability of providing the services described in the draft PWS posted are invited to submit capability documents with sufficient information that clearly demonstrates their ability to provide the services described in the draft PWS, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be submitted. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. NARRATIVES SHALL BE NO LONGER THAN 15 TOTAL PAGES; information such as brochures and other industry information is not included in the 15-page limitation. Please include the following information in your response/narrative: (1) Company name, address, point of contact information, and GSA Contract Number; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the PWS identified above and any questions/concerns that need to be addressed/discussed; (4) A narrative regarding additional suggestions to improve the PWS to meet overall agency needs and services. Capabilities Statements in response to this Sources Sought Synopsis must be submitted via FedConnect by May 20, 2022.
