Opportunity: EPA Sponsorship for LULAC National Conference

Description 

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The Environmental Protection Agency (EPA) intends to award a fixed price purchase order on a sole source basis to The League of United Latin American Citizens (LULAC) 1776 I St NW Suite 400, Washington, DC. 20006 for a sponsorship in their annual League of United Latin American Citizens (LULAC) Convention & Exposition – Federal Training Institute (FTI) “Empowering the Next Generation”. The FTI is an intensive and structured career development program for students, private sector, and federal government employees. In collaboration with the Office of Personnel Management (OPM) and other Federal agencies, the FTI offers workshops and plenary sessions that enable government employees and others to enhance their leadership skills and develop the Executive Core Qualifications (ECQ’s) required for entry to the Senior Executive Service (SES). The intent is to provide increased visibility about the EPA to LULAC. The four (4) day conference at Caesars Palace Las Vegas Hotel & Casino 3570 Las Vegas Blvd South Las Vegas, NV 89109 will be held from June 26-29, 2024. LULAC comprises a network of organizations dedicated to fostering deeper comprehension of the Latino community. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00. The sole source nature of this requirement is based on the determination that The League of United Latin American Citizens (LULAC) offers special qualifications and requirements to support the EPA’s goal of promoting equity by advancing diversity. LULAC comprises a network of organizations dedicated to fostering deeper comprehension of the Latino community, devising initiatives to actively engage and bolster their support, and nurturing leadership and capacity development for sustained transformation and heightened involvement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
