Opportunity: Café and Employee Store Services at RTP Main Campu

Description 

The U.S. Environmental Protection Agency (EPA) requires a contractor to operate and maintain the employee store and a full service cafeteria that provides food service operations to a population of approximately 2,100 at the EPA's main campus in in Research Triangle Park, North Carolina. Services shall be performed in accordance with the Performance Work Statement (PWS). The contractor shall perform all work in compliance with federal, state, and local laws and regulations, and shall participate fully in the agency's environmental management system. This requirement is Full and Open. The NAICS code is 722310, Food Service Contractors, with a size standard of $38.5 million. For information purposes this contract is a follow-on contract to EP-D-17-022 with Perkins Management Services. The contract will consist of a base period of twelve (12) months, with four (4) additional twelve-month option periods. The solicitation and contract will also include FAR 52.217-8, which allows for the Government to extend services for up to 6 months. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 15, Contracting by Negotiation. Offerors will be asked to submit a technical and cost proposal for the contract, as well as relevant past performance information. It is anticipated the Request for Proposals (RFP) will be posted on www.fedconnect.net/ on or about February 26, 2018. Proposals will be due approximately 30 days after the RFP issuance date. The tentative date of performance will begin July 1, 2018. Performance start date is contingent upon facility security clearance of the Contractor. All responsible business sources may submit a proposal, which will be considered. No further synopsis will be issued. A pre-proposal conference, including an organized site visit, will be conducted at EPA-RTP facilities on or about 7 days after solicitation release (the RFP will include the actual date and details. See Section L-7). Attendees shall register in writing through the Contract Specialist identified below in order to attend the conference/site visit. Registration will be accepted until five work days prior to the conference date. Requests to attend the conference/site visit after this date and time may not be honored. The solicitation will be available for downloading at FedConnect located at the following internet address: www.fedconnect.net/. Questions relating to the solicitation are required to be submitted electronically through FedConnect. ONLY those questions posted through FedConnect will be accepted. All responses to questions will be released via RFP Amendment on FedConnect.
