FORMAL SOLICITATION # 68HE0923R0006 This Request for Proposals (RFP) is for ERRS VI: Emergency Response and Removal Services, Sixth Iteration, for USEPA R9. This is a Total Small Business (SB) Set-Aside using the Two Step Advisory Down-Select Process. This process is not the same process as “Two-Step Sealed Bidding”. Below is a general overview of this process. 1. Offerors shall first submit a Basic Technical Offer. 2. Government shall perform a Step 1 Preliminary Technical Review of each Basic Technical Offer. 3. Government shall then send an Advisory Notification to each Offeror, which will advise each Offeror of their likelihood that they appear to be a viable competitor. 4. All Offerors may then submit a Complete Offer in Step 2. 5. Government shall evaluate each received Complete Offer submitted in Step 2. The Basic Technical Offer is due no later than the due date of this RFP: January 25, 2024, at 4:00 PM Pacific Time (Pacific) -----------------------------------
