FY17 RAILROAD TIE AND CROSSING PROJECT AMENDMENT to the SOLICITATION NOTICE The purpose of Amendment 0001 is issued to this P17PS01191 to make the following changes: 1. Add Questions and Answers submitted from 11 July 2017 site visit (attachment 15) 2. Extend response due date 3. Add Drawings, Train Schedule and revised Bid Schedule (attachments 12 - 14) The National Park Service, Midwest Region, Ohio Major Acquisition Buying Office, is requesting proposals for a construction requirement for the Cuyahoga Valley National Park in Northeastern Ohio. Work will consist of providing all labor, qualified supervision, material, tools, equipment, supplies and incidentals to replace existing at-grade railroad crossings, a geometry evaluation of the track and replace pre-selected single line standard wood railroad crossties. A detailed Statement of Work and Specification will be provided with final solicitation documents. PROJECT MAGNITUDE: Between $200,000 and $350,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by Sep 2017. Davis Bacon Prevailing Wages for Cuyahoga/Summit County, Ohio will apply. EVALUATION FACTORS: Technical, Past Performance and Price, with Technical sub factors: Experience and Project Management to include compliance with EPA guidelines for conservation and waste management. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $36.5 million. SET-ASIDE: This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the amendment. PUBLICIZING: The official Request for Proposal (RFP) and its attachments will be issued and available on the Federal Business Opportunities (FBO) website at https://www.fbo.gov and FedConnect website https://www.fedconnect.net.
