Original Notice Posted Feb 04, 2020 under Special Notice: This sources sought notice is issued solely for information and planning purposes - it does not constitute an invitation for bid, request for quotation, request for proposal, or an obligation on behalf of the Government or a promise to issue a solicitation in the future. The Government is not seeking proposals and will not accept unsolicited proposals at this time. Vendors responding to this notice are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought notice; all costs associated with responding to this notice will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future solicitation, if issued. The purpose of this RFI is to utilize industry feedback to assist DOI in the improvement of requirements documents and in the development of an acquisition strategy and potential solicitation for the "Single Ticketing System (STS)". DOI is currently contemplating the use of a single vendor Indefinite Delivery, Indefinite Quantity (IDIQ) or blanket purchase agreement (BPA) with a 5 to 10 year duration depending on the vehicle chosen. This RFI will be used to: 1) Identify vendors that are capable of providing high performance outcomes. 2) Obtain industry experience, best practices, recommendations, and lessons learned from performance in a single vendor environment for scope similar to DOI's requirement. 3) Finalize the Government's requirements documents (i.e., IDIQ, Statement of Objectives (SOO), Technical Exhibits [TEs], Quality Assurance Surveillance Plan (QASP), Service Level Agreements (SLAs), as well as other documentation as applicable). 4) After reviewing the results of the RFI/Sources sought notice, the Government may meet with a limited number of potential industry partners to gather additional market information. Scope of DOI ITOM/ITSM/ITAM Software Solution: The U.S. Department of Interior (DOI) is seeking a software solution that will provide information technology operations management (ITOM), service management (ITSM) and asset management (ITAM) capabilities for approximately 80,000 end users. The solution must be a commercial off the shelf (COTS) product, although requirements may dictate customization. The solution will allow DOI to combine its ITSM and ITAM processes.
