Procurement to establish an indefinite-delivery, indefinite quantity (IDIQ) for Portable Toilet & Wash Station Rental for Yosemite NP. Description: The National Park Service, Yosemite National Park, located in Mariposa County, California, has a requirement for portable toilet and wash station rentals and servicing at multiple locations throughout the Park, This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-06 (effective June 5, 2020). The solicitation number is 140P8520Q0014, and the solicitation is issued as a Request for Quotation. The NAICS code is 562991 with an associated small business size standard of $8.0 million in annual gross receipts for the past three years. This solicitation is a 100% total small business set-aside in accordance with FAR 19.502-2, and will result in a single Firm-Fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) award to a single contractor determined to be responsive and responsible. ATTACHMENTS TO THIS SOLICITATION. Besides the SF 1449, there are five attachments; Attachment 01 (Quote/Pricing Sheet), Attachment 02 (Map), Attachment 03 (DOL Wage Determination), Attachment 4 (Sample Task Order), and Attachment 05 (Experience/Past Performance Reference Sheet). PERIOD OF PERFORMANCE: A base and (4) Option Year IDIQ is contemplated. The Request for Quote (RFQ) will include one base line item covering services (August 1, 2020 through July 31, 2021), and four option line items covering services from August through July during successive years (if exercised) through July 2025. The Government shall place orders totaling a minimum of $50,000.00 over the full term of the contract. The maximum amount for the full term (including base period and all options exercised) will not exceed $1,000,000. This maximum amount is not a representation that the maximum quantity will be required or ordered or that the conditions affecting task orders will be stable or normal. The government intends to award a single, fixed price IDIQ Contract resulting from this quotation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following non-price factors shall be used to evaluate offers and are listed in order of descending importance: price, technical capability and past performance.
