Description 

This is a solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 140P4318R0019 and is issued as a Request for Proposal (RFP) under Federal Acquisition Regulation (FAR) Part 12 and FAR Part 16. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97 dated January 24, 2018. The FAC and FAR is available at https://www.acquisition.gov/FAR. This requirement is solicited as a Set-Aside for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 562111, Solid Waste Collection, with a U. S. Small Business Administration size standard of $38.5 million. The U.S. Department of Labor Service Contract Labor Standards Wage Determination for Hudson County, New Jersey Decision Number 2015-4185, Revision Number 7 dated January 10, 2018 (Attachment 3) and New York, Decision Number 2015-4187, Revision Number 8 dated January 10, 2018 (Attachment 4) are applicable to this solicitation. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). Offerors must ensure that they are self-certified under NAICS Code 56111 as a small business in the Representations and Certifications portion of SAM prior to award of any contract. The Department of the Interior, National Park Service is seeking the services of a contractor to provide all labor, equipment, and materials for the collection, transport, recycling and proper disposal of all refuse materials from the Statue of Liberty National Monument and Ellis Island. The Government intends to award one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base period of 12 months, and four (4) one-year option periods to the responsible offeror whose proposal conforming to the solicitation, will be most advantageous to the Government considering Price and Past Performance. The initial task order under this Contract will fulfill the Contract's minimum quantity requirement and will be awarded concurrently with the award of this Contract. Purchases will be made through the issuance of delivery orders against this IDIQ contract, using the unit pricing provided on the price schedule form at time of award. SUBMISSION OF PROPOSALS: Offeror is to furnish proposal electronically to cheryl_maison@nps.gov no later than August 1, 2018 at 5:00PM local prevailing time. All offers received after the due date and time will be considered late and will not be evaluated for award. SUBMISSION OF QUESTIONS: All questions concerning this solicitation must be submitted in writing/electronically to cheryl_maison@nps.gov. Any responses to questions will be made in writing, without identification of the questioner, and will be answered with an amendment to this solicitation.
