This Invitation for Bid (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. This IFB is set-aside for 100% for Small Businesses under NAICS Code: 236220, addition, alteration and renovation, commercial and institutional building, size standard $36.5 million. Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at https://www.sam.gov. The order of magnitude for this project is estimated to be between $250,000 and $500,000. The location of the work is Saint Gaudens National Historic Site, 139 Saint Gaudens Road, Cornish, NH. The onsite period of performance is within 180 days of the Contracting Officer issuing the Notice to Proceed. The work consists of exterior and interior building repairs of the historic New Gallery, Atrium, Picture Gallery and upgrade of museum exhibits space. The contractor shall supply all materials and provide all labor associated with these tasks. U.S. Dept. of Labor, Construction Wage Rate General Decision Number: NH180040 shall apply. Interested parties are strongly encouraged to inspect site prior to bidding. An organized site visit is scheduled and details can be found in Section L, FAR 52.236-27, SITE VISIT. A pre-proposal conference is not planned. See Section L of this solicitation for Special Notices regarding the submission of a complete bid. VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans' Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans.
