Synopsis: This sources sought, in accordance with FAR Part 10, is to conduct Market Research on Industry's Capabilities in providing Emergency Medical Services Online Medical Control and Advanced Life Support training for the Department of Interior, National Park Service, at Grand Canyon National Park. Scope: Grand Canyon National Park Emergency Medical Services (EMS) program has a need to provide emergency medical access, response and care to the residents, visitors and employees of Grand Canyon National Park. Due to its relatively remote location from definitive care facilities (hospitals) patients are often treated in the field for hours before arrival at a hospital with emergency medical physicians. The contractor shall provide online medical control and advanced life support training. The Contractor shall provide year-round 24-hour a day, timely access, to emergency physician directed medical control services via telephone. The Vendor shall also provide ongoing quality assurance/improvement evaluation (QA/QI) and feedback through the quarterly review of patient care reports initiated by Grand Canyon EMS providers. The Vendor shall annually provide 40-hours of advanced life support training to be conducted at the Grand Canyon's South Rim. The Vendor shall annually review the EMS Field Treatment Protocols & Procedures and make recommendations for protocol change based on the most recent medical research and QA/QI results obtained through review of patient care reports. NAICS Code - The proposed NAICS Code for this action is 621999 ¿ All Other Miscellaneous Ambulatory Health Care Services with a size standard of $15M. How to Respond: This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. The Government anticipates awarding a firm-fixed price services contract. The total contract period, to include options, shall not exceed five (5) calendar years. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.
