Notice of Intent to Issue Sole Source Purchase Order for Standard & Poor¿s Subscription Services. This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed-price purchase order on a sole source basis to Standard & Poor¿s Financial Services LLC, 7400 S Alton Ct., Englewood, CO 80122 (DUNS: 8370022763) in accordance with FAR part 13.5 and FAR Subpart 13.501(a) for S&P Subscription Services. Standard and Poor¿s is the only source capable of providing the Capital IQ + Credit Analytics and Ratings Direct Subscription as required by the Government. It is anticipated that purchase order award will occur on or before May 25, 2020 with a period of performance 12 months from date of award for a base period, with two (2) one-year option periods. The applicable NAICS Code is 519130 (Internet Publishing and Broadcasting and Web Search Portals). This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may submit information supporting a competitive requirement which shall be considered by the agency if received by the Point of Contact (POC) listed below by 12:00 p.m., April 30, 2020(reference Solicitation No. 140M0120Q0028). A determination by the Government not to compete this action based on this notice is within the discretion of the Government.
