Opportunity: Logistics Support Program

Description 

The U.S. Geological Survey (USGS), Grand Canyon Monitoring and Research Center (GCMRC) in Flagstaff, Arizona has a requirement for logistical support services. The project scope includes professional and technical services described herein: 1) expertise to operate and navigate Government owned logistical and technical research boats and equipment on the Colorado River in Glen and Grand Canyons, 2) qualified field technicians for specific science projects as required, 3) all support services necessary to operate efficient and safe river trips, and 4) logistical and technical support services required in advance and following each river trip. Prospective contractors are required to have the proper certifications and licenses to operate commercial boats in the Grand Canyon National Park. GCMRC provides all necessary equipment and supplies required for supporting research and monitoring river trips. GCMRC will be conducting approximately 20 to 30 down river trips annually on the Colorado River through Grand Canyons. These trips range from four to twenty-six people in size, five to twenty-one days in length and are comprised of a variety of combinations of oar and motor-powered boats. Additionally, logistical support is provided for research activities on the Glen Canyon reach of the Colorado River (Glen Canyon Dam to Lee's Ferry), the Little Colorado River, and occasionally Lake Powell and Lake Mead. All relevant project documents will be made available electronically to interested parties at no charge with the Request for Proposals (RFP). Tentatively, we expect the RFP to be available in mid March 2019 and to be open for approximately thirty (30) days. We intend to award a firm-fixed price five-year Indefinite Delivery/Indefinite Quantity contract in accordance with the procedures of Federal Acquisition Regulation (FAR) SubPart 13.5, Simplified Procedures for Certain Commercial Items and FAR Part 12, Commercial Items. This action is set-aside for 100% small business participation. The NAICS code for this action is 483212, Inland Water Passenger Transportation. The associated size standard in number of employees is 500. All offerors and quoters are required to be registered in the System for Award Management (https://sam.gov/SAM/) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
