Description 

NOTE: This will be a Sealed Bidding Solicitation, all responses to this Invitation For Bid (IFB) shall be submitted via FedConnect ONLY. Email proposals WILL NOT be accepted. The Western Area Power Administration (WAPA, Rocky Mountain Region (RMR) has a requirement for a Contractor to provide labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. A multi part project to increase the reliability of the Poncha substation service feed and provide backup power to help decrease station service outages. The principal components of work include the following: a. Provide demolition and site development. b. Furnish and install main station service equipment consisting of pad mount transformer, safety switches, automatic transfer switch, backup generator, and main AC switchboard. c. Furnish and install over the trench distribution panels inside control building. d. Furnish and install gas cart safety switches. e. Furnish and install LP tank and generator pad. f. Remove and dispose of two (2) existing pad mount transformers designated K1 and K2 with associated equipment. g. Furnish and install grounding systems, conduit, and insulated cable. h. Install associated cable terminations. Location: Poncha Substation 11345 County Road 206 Salida, CO 81201 Directions: From Salida, Colorado, take U.S. Highway 285 (south) 0.8 miles towards Monte Vista, Colorado. Turn right (west) on County Road 206; then immediately turn left (west); go 0.2 miles. After passing a private road on the left you will reach a fork in the road. Go left through the locked gate 0.5 miles to Poncha Substation (Poncha Communication Site is located inside the Substation building). Latitude: N 38° 30' 33" Longitude: W 106° 5' 29" Elevation: 7608 ' Datum: NAD83/WGS84 The anticipated period of performance is 365 calendar days after Notice to Proceed. The estimated magnitude of construction is Between $250,000 and $500,000. FAR Part 14 is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $45.0M. The solicitation including specifications and drawings will be issued electronically on or about 9 June 2026 at the following sites: https://www.fedconnect.net and https://www.sam.gov. NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
