Description 

NOTE: This will be a Sealed Bidding Solicitation, all responses to this Invitation For Bid (IFB) shall be submitted via FedConnect ONLY. Email proposals WILL NOT be accepted. The Western Area Power Administration (WAPA, Rocky Mountain Region (RMR) has a requirement for a Contractor to provide labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The Weld Substation Stage 05 Construction Project enhances WAPA’s ability to provide reliable/cost-efficient electrical power by replacing the end of life KV1A transformer and station service. WAPA ordered the new KV1A transformer in 2023 and expects delivery in 2027. WAPA benefits from the station service replacement by resolving deteriorating and potentially unsafe conditions within the existing station service switchgear. The principal components of work include the following: Removal and installation of a 230/115-13.8-KV, 150MVA, transformer KV1A, removal and installation of associated 230/115KV take-off structure, KV1A tertiary station service feed, installation of a new station service, removal of the existing station service, and installation of new KV2A tertiary station service feed, associated foundations, structures, associated electrical equipment, removal of control building single-phase AC panels, installation of control building 3-phase AC panels, and site development for Weld Substation, Stage 05. Location: Weld Substation 8020 W. 4th Street Greeley, CO 80631 Directions: From Greeley head west on the Hwy 34 Bypass for approximately 7 miles to 83rd Avenue. Turn right and go 1.9 miles to substation on the right. Latitude: N 40° 25' 38" Longitude: W 104° 48' 28" Elevation: 4797 ' Datum: NAD83/WGS84 The anticipated period of performance is 700 calendar days after Notice to Proceed. The estimated magnitude of construction is Between $1M and $5M. FAR Part 14 is being utilized for this requirement. The solicitation will be issued as a 100% small business set-aside. The applicable NAICS Code is 237130; Size Standard is $45.0M. The solicitation including specifications and drawings will be issued electronically on or about 9 June 2026 at the following sites: https://www.fedconnect.net and https://www.sam.gov. NOTE: The Buy American Act applies to the solicitation. Refer to FAR Clause 52.225-9 (Section I) and FAR Provision 52.225-10 (Section L) if any non-domestic material will be proposed. Bidders must identify any non-domestic materials (not manufactured in United States) included in their bid. Please check with your suppliers and subcontractors to verify whether or not their quotes include non-domestic material.
