Opportunity: Notice of Intent to Sole Source for 135 Air Carrier Management (135 ACM) Digita

The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with DAWNWOLFTECH, under the authority of FAR 13.106-1(b)(1), soliciting from a Single Source, to meet flight logging requirements under FAA Parts 61, 91, and 135 for flight data logging. WAPA has been using DAWNWOLFTECH’s 135ACM software for this service for the last several years and has worked with the vendor to enhance the software with specific customizations to meet WAPAs requirements. Based upon market research, DAWNWOLFTECH is the only known authorized vendor that can provide the existing custom software solution to the current 135 Air Carrier Managements digital log book to meet the FAA and WAPAs requirements. The software has been specifically tailored to provide tracking and reporting of unique risk assessments and financial reporting associated with fuel expenditures and organization funding for each mission in Maximo. Interested parties that believe they could satisfy the requirements listed above for WAPA may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. The Government intends to acquire digital flight logging using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 541511 Custom Computer Programming Services with a Size Standard of $27.5 million. The base period of performance is for one year, with two (2) one (1) year option periods, beginning August 26, 2022. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publically issued. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If WAPA identifies no other capable sources by August 25, 2022, WAPA will issue a firm-fixed price purchase order on or about August 26, 2022 to DAWNWOLFTECH. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
