Request for Information (RFI) for Commercial-Off-The-Shelf Electronics Records Management System INTRODUCTION: The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services is issuing this Request for Information (RFI) on behalf of the Office of General Counsel (GC). The purpose of this RFI is to assist the Government in conducting market research focused on identifying potential sources and capabilities. This information will be used for market research only. This is not a solicitation. This RFI may result in a limited competition of future Request for Quote, at the discretion of the DOE. Companies not responding to this RFI may be precluded from participating in any future solicitations related to this requirement. OBJECTIVES: The DOE Office of General Counsel, Office of Administrative Operations, has a new requirement to obtain a commercial-off-the-shelf (COTS) electronic records management (ERM) system. See Attachment 1 – Draft Statement of Objectives as well as this complete RFI for data requested. RESPONSES: Responses shall be submitted electronically by 10:00 AM EDT, Wednesday, June 03, 2026, by e-mailing the Contract Specialist at Ellen.Baptist@hq.doe.gov and the Contracting Officer at Kelley.Vandecoevering@hq.doe.gov. Include “RFI 89303026NGC000016” in the message Subject heading. No phone calls will be accepted.
