Notice of Intent to Sole Source for Thirteen (13) Perkin Elmer Laboratory Equipment Service Maintenance Agreements In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to PerkinElmer Health Sciences, Inc. to renew the service maintenance agreement for the following pieces of PerkinElmer laboratory equipment, as identified below, for a base period of 10/01/2022 to 09/30/2023, plus two, one-year optional periods through 09/30/2025 1. ICPN0772046: CHILLER-1HP 230V/60HZ TP QUIET (Serial No. 2D14C1534) PerkinElmer Health Sciences, Inc. is the only authorized service provider for the above instruments identified. They are the only company that can provide the annual service contract because they are the only approved source for PerkinElmer factory new or remanufactured repair parts for the above referenced equipment. PerkinElmer authorizes their own factory trained/certified engineers to provide service and installation for instrumentation manufactured and sold by PerkinElmer. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on September 2, 2022. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
