Seat, Support Extension DB Ib: Inorganic intermediates - 1st seat, Support Extension DB II: Energy - 1st seat, Support Extension DB IX: End of life - 1st seat, Support Natural Capital Accounting co-efficients (global) - 1st seat, Support Extension DB XVII: Full US - 1st seat, Support Extension DB XII: Renewable raw materials - 1st seat, Support Extension DB XXII: Carbon Composites - 1st seat, Support Extension DB XIX: Bioplastics - 1st seat, Support Extension DB XIV: Construction materials - 1st seat, Support Extension DB XX: Food & Feed - 1st seat, Support Extension DB VI: Precious metals - 1st seat, Support Extension DB X: Manufacturing - 1st seat, Support Extension DB V: Non-ferrous metals - 1st seat, Support Extension DB VII: Plastics - 1st seat, Support Extension DB Ia: Organic Intermediates - 1st seat In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Sphera Solutions Inc. to purchase GaBi Software Life Cycle Assessment Database Extensions and Maintenance as Sphera Solutions Inc. are the developers and sole provider of the GaBi software, content (databases), support services, and maintenance required because NETL’s data analysis needs have expanded requiring additional data resources to meet the mission and the renewal of the extensions will allow NETL to review externally funded Life Cycle Assessments (LCA) work products submitted to NETL in such a format. The anticipated period of performance for this requirement is from May 1, 2022 through April 30, 2023, and includes up to four, one-year optional periods through April 30, 2027. This is considered a sole source to Sphera because, to the best of the NETL’s knowledge, based on market research conducted, Sphera is the only known source that can provide GaBi products. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 12:00 PM ET on April 28, 2022. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
