Opportunity: Enterprise Construction Management Services (ECMS)

Description 

This Department of Energy (DOE) National Nuclear Security Administration (NNSA) multiple-award Blanket Purchase Agreement (BPA) services is for Enterprise Construction Management Services (ECMS). DOE/NNSA plans to establish agreements with up to five (5) contractors under this BPA. The DOE/NNSA has a continuous and re-occurring need for ECMS that includes a broad range of life cycle facilities management activities in support of national laboratories, weapon plants, and NNSA site offices across the Nuclear Security Enterprise (NSE). Complexity and size of the projects vary widely, ranging from small remodeling of commercial facilities to new complex one-of–a-kind multi-billion-dollar nuclear facilities. Under the ECMS contract, various orders will be issued that encompass all phases of life cycle management. Many such projects are executed in accordance with DOE Order 413.3B, titled Program and Project Management for the Acquisition of Capital Assets. Projects defined in DOE Order 413.3B include Capital Asset Projects, Minor Construction Projects and Major Items of Equipment. Other projects may be executed under NNSA Supplemental Directive (SD) 413.3-7 Project Management for Non-Nuclear, Non-Complex Capital Asset Acquisition.
