Description: The U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Office of Secure Transportation (OST) (NA-15) has a requirement for medical services to support the OST Human Reliability Program (HRP). The HRP is a systematic safety and security reliability program designed to ensure individuals who occupy positions affording access to nuclear materials/components meet the highest standards of reliability and physical and mental suitability. The HRP establishes criteria to ensure that over 400 Federal Agents, applicants, and designated staff, who are being evaluated for program participation; do not have emotional, mental, physical incapacities, conditions or circumstances that may be of a security or safety concern which could result in unauthorized access or cause damage to national security. OST requires contractor medical support for HRP certification recommendations, continuous monitoring, and re-certification of personnel assigned to perform nuclear explosive and special nuclear materials transportation duties. As part of this service, the contractor is required to provide health professionals capable of supporting a diverse array of OST occupational health programs/services that include clinical, psychological, advanced field medical oversight and training, environmental, safety, security, emergency management, laboratory, medical, and technical evaluation.
