Amendment 001 to Solicitation 140F0720Q0022 Kodiak AK Remove and Replace Legacy Tank System Vendor Questions/Answers Solicitation Extended / Quotes due: 7/20/2020, 1700 ET 1. Are payment or performance bonds required for this contract? No 2. Has the existing heating oil tank had the fuel removed and has it been cleaned? If not, how much product is in the tank? The household heating oil tank is still in use and is currently on auto-fill. Once this contract is awarded the unit will be taken off auto-fill to somewhat deplete the tank. The compromised portion of the tank is in the secondary containment and has a temporary patch. The tank is in use; therefore, it has not been cleaned. 3. Can we perform an inspection of the existing heating oil tank? If so, who is the contact to do so? Note: We have USCG base security access credentials if required. Yes, tank inspection can be accomplished. Several days-notice would be needed. Our personnel will need to accompany bidders or contractors to the site on airport property. Contact the contracting officer to make arrangements. 4. Is the new AvGas tank to be filled with fuel as required for the heating oil tank option? No aviation gas purchase is required. We want the tank mostly empty because it will be slung by helicopter to a remote site. 5. Will the new tanks be located on federal land or are there any permits and/or fire marshal inspections required? Siphon valve available? The new tanks will not require permits/inspections as they will be placed on our administrative site. There is no siphon valve available; vendor shall provide if required. 6. Are concrete foundations required for the new tanks? Yes 7. Are the new tanks required to be anchored in their new locations? No 8. Has the existing 1,000 gallon AvGAS tank had the fuel removed and has it been cleaned? If not, how much product is in the tank? We have not removed any fuel nor had the tank cleaned. We don't know the contents of the AvGas tank. We believe it is empty or near empty, but we cannot check it without damaging the fittings and exposing the tank to additional water from precipitation. 9. Section 2.2.2 Appurtenances - RFP states to ¿Provide one (1) each anti siphon valve. Is line size and desired head pressure rating for anti-siphon valve available? We don¿t know for sure; probably an OPV 199ASV maybe ¾ inch. 10. Section 2.2.2 Section 4 Ladder - Is a stair assembly acceptable in lieu of specified ladder? Tank diameter may be more or well suited for stair assembly? We usually have a ladder for space savings; however, a stair assembly is acceptable. Vendor shall provide either an integrated unit (stairs or ladder) that is attached to the tank and frame. 11. Section 2.2.2 Section Anti siphon Valve - Can desired head range be provided or lowest expected elevation of supply (suction) piping relative to grade where tank assembly will be installed? This is only a guess; I would guess that the elevation change is under 5 feet. The boiler would be above the tank pick up. Lines to the tank will be in place and relatively new as they are scheduled to be replaced this summer. 12. Section 3.2.3 Appurtenances Section D. Ladder - Is a stair assembly acceptable in lieu of specified ladder? Tank diameter may be more or well suited for stair assembly. We usually have a ladder for space savings; however, a stair assembly is acceptable. Vendor shall provide either an integrated unit (stairs or ladder) that is attached to the tank and frame. 13. Section 3.2.3 Appurtenances Section O. Fuel Equipment Cabinet - Can unit be field wired by a journeyman electrician as opposed to prewired? Yes. As long as the finished product is "turn-key" and complete when the contractor leaves. 14. Section 3.2.3 Appurtenances Section O. Fuel Equipment Cabinet - What is the phase and voltage of existing power? The contractor should see Section 2.2.3 L. N. "Generator power Connection" as well as the paragraph in Section 2.2.3 L. N. Section 2.2.3 L. N L. O. Section ¿Aviation Fuel Pump.¿ This is all the information we have.
