Economic Analyses and Control Strategy Development for Air Pollution Control Regulations The U.S. Environmental Protection Agency (US EPA), Research Triangle Park, NC, 27711, Research Triangle Park Procurement Operations (RTPPOD) is conducting a full and open competitive procurement for Economic Analyses and Control Strategy Development for Air Pollution Control Regulations. The effort includes the development of methods and analyses in support of regulatory and policy development, or proposed congressional legislation. These may include National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), standards for air toxics, National Emissions Standards for Hazardous Air Pollutants (NESHAP), Volatile Organic Compound (VOC) rules, New Source Review (NSR), Regional Haze, Federal Operating Permit and Implementation Plan Rules, components of reports to Congress, components of reports produced under Section 812 of the CAA, and other regulatory standards to control air pollution (e.g. mobile source programs, regional body policy actions, actions to reduce interstate transport emissions, climate change policies, and cross media programs). The EPA anticipates the award of a cost plus fixed fee, level of effort term (work assignment contract) with a 60 month performance period consisting of a 12 month base period and four 12 month option periods. The estimated level of effort is approximately 10,000 base hours plus approximately 20,000 optional hours for the base period and each of the four option periods. The applicable NAICS code is 541620, Environmental Consulting Services, with a sized standard of $ 15.0 million average annual receipts for the past 3 years. This requirement is a follow on to contract number EP-W-11-029. The solicitation is expected to be issued approximately 30 days from this publication of this announcement. The proposal will be due approximately 30 days after the issuance of the solicitation.
