End of amendment. Request for Proposals (RFP) No. SOL-DC-14-00036 has been posted to the Government Point of Entry (GPE), i.e, www.FBO.gov and to www.FedConnect.net. Note key revisions to the RFP are as follows: + Contract type changed from Time-and-Materials/Labor Hour to Cost-reimbursement, Cost-Plus-Fixed-Fee; + Base Period contract changed from 12 months to six (6) months; and + The proposed acquisition has an EPA estimated, potential maximum value of approximately $30.4 million provided the reduced duration of the contract. Pre-solicitation Notice - Synopsis The United States Environmental Protection Agency (EPA) has a requirement for a new mission support contract for the EPA's National Center for Environmental Economics (NCEE), housed within the Administrator¿s Office (AO) Office of Policy (OP). The requirement is titled, Natural Resources Protection: Technical Support for Environmental Economics Research and Analysis. Under this contract, the contractor will be tasked to research, evaluate and analyze data in the areas mentioned above, as it relates to the Agency¿s regulatory and non-regulatory programs. This will Agency policies that impact sectors of the economy that rely on consumptive and non-consumptive uses of domestic and some international natural resources and environment to include food and fiber production, agribusiness, and processing, forestry, mining, and recreation/tourism. Specific types of analyses under this contract will include, but are not limited to: environmental release analyses, including fate and transport, human and ecological exposure assessments, dose response analysis, and quantitative and qualitative assessment of risk to human health and the environment. In addition, work under this contract may require the contractor to assess: economic impacts, effects on trade, impacts on specific markets, and behavioral responses to environmental degradation and regulation. This is NOT a solicitation. This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The proposed requirement mentioned herein will be solicited as a full and open competition. The successful offeror shall be prepared to provide scientific, economic and technical support for EPA activities in furtherance of the Agency's primary mission - the protection of human health and the environment. The work to be performed under the Statement of Work (SOW) falls under the North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, with a Small Business Size Standard of $15 million. Interested firms must be able to meet the requirements, as stated in the SOW under the provided NAICS code. A draft SOW has been provided under this posting in FedConnect at www.fedconnect.net under the reference number SOL-DC-14-00036. In order to be awarded a contract under this requirement, and in order to submit technical questions in response to the request for proposals (RFP), all offerors must be registered in FedConnect. Following this notice, and in response to the eventual publication of a RFP, all responsible sources may submit a proposal which shall be considered by the Agency. The proposed acquisition has an EPA estimated, potential maximum value of approximately $31.3 million. The resultant contract is anticipated to be a labor hour contract in accordance with FAR 16.602. The acquisition will follow the procedures set forth in FAR Part 15, Contracting by Negotiation. The resultant contract is anticipated to have a 12-month base period and the possibility of four (4), 12-month option periods. The estimated number of labor hours is 28,000 hours per performance period in addition to up to four (4) optional labor hour increments per performance period totaling an additional 14,000 hours per performance. The maximum potential labor estimate for each contract performance period is 46,000 hours of work. Note, the above monetary estimate of $31.3 includes all optional quantity labor hours. Work under this contract will be ordered through the issuance of work assignments. In addition to performing required tasks, the contractor will be required to provide all personnel, materials, and equipment necessary to perform the work. These requested services are currently provided by Abt Associates, Inc., under contract EP-W-11-003, which is scheduled to expire on 10 September 2016.
