Opportunity: Rugged, handheld X-Ray fluorescence (XRF) Analyzer

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-IL-17-00036 and is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. The North American Industry Classification System code 423490 "Other Professional Equipment and Supplies Merchant Wholesalers " has a small business size standard of 500 employees. The product service code is 6665 "Hazard-Detecting Instruments and Apparatus". In accordance with FAR 19.501 (c), the CO determined two or more small businesses could not meet the requirement; therefore, this requirement is not a small business set-aside. Region 5, U.S. Environmental Protection Agency, Superfund Division, Field Service Branch is seeking a rugged, portable, field X-ray fluorescence (PFXRF) analyzer, including all hardware and software, as described with minimum characteristics in the attached RFQ. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. 52.212-2, Evaluation-Commercial Items, specific evaluation criteria included in paragraph (a): Technical Capabilities and Price using FAR 13 in conjunction with FAR 12.6 evaluation procedures.
