Opportunity: Rugged, handheld X-Ray fluorescence (XRF) Analyzer

Description 

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-IL-17-00036 and is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. Responses may be submitted via email to the point of contact (POC): Sara King at King.Sara@epa.gov, no later than the close of business on September 25, 2017. The Agency intends to make award no later than September 28, 2017. If you have questions please email the POC, or call (312) 866-6565. The North American Industry Classification System code 423490 "Other Professional Equipment and Supplies Merchant Wholesalers " has a small business size standard of 500 employees. The product service code is 6665 "Hazard-Detecting Instruments and Apparatus". In accordance with FAR 19.501 (c), the CO determined two or more small businesses could not meet the requirement; therefore, this requirement is not a small business set-aside. Region 5, U.S. Environmental Protection Agency, Superfund Division, Field Service Branch is seeking a rugged, portable, field X-ray fluorescence (PFXRF) analyzer, including all hardware and software, as described with minimum characteristics in the attached RFQ. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. 52.212-2, Evaluation-Commercial Items, specific evaluation criteria included in paragraph (a): Technical Capabilities and Price using FAR 13 in conjunction with FAR 12.6 evaluation procedures. Offerors are to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, and addenda. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition and the additional FAR clauses cited in the clause are applicable to the acquisition.
