This is a Request for Quote (RFQ). The U.S. Environmental Protection Agency (EPA), Headquarters Procurement Operations Division (HPOD), has a requirement for Environmental Consulting Services for the EPAs Office of Policy (OP). The EPA is requesting quotes in accordance with the procedures set forth in Federal Acquisition Regulation (FAR) Subpart 13.002(b). This requirement is a set-aside for small business. The EPA Office of Acquisition Management (OAM), Program Contract Service Center (PCSC), located at 1200 Pennsylvania Avenue NW, Washington, DC 20460 intends to award a Firm-Fixed Priced (FFP) purchase order contract from the successful vendors quote under NAICS Code 541620 - Environmental Consulting Services. The EPA intends to award a one (1) year purchase order contract for required services in support of the EPA OP requirement entitled, Building Regional Disaster Resilience in California. Vendor quotes must address all aspects of the EPA's requirements set forth in the attached Statement of Work (SOW). Quotes are limited to 30 pages in length, inclusive of all documents - 27 pages for technical volume AND three (3) pages for price quote. Any document in excess of the 30- page limitation will not be evaluated. Vendors must submit the technical volume and the price quote as two (2) separate documents. Questions concerning this RFQ must be submitted by 10:00 AM ET Tuesday, October 10, 2017. Questions submitted after this due date may not be answered. QUOTES FOR THIS RFQ MUST BE SUBMITTED THROUGH FEDCONNECT BY 2:00 PM ET FRIDAY, OCTOBER 20, 2017. Quotes submitted after the RFQ response date or outside of FEDCONNECT will not be accepted. Prospective sources are reminded that an award can only be made to a vendor with current registration in the System of Award Management (SAM) database at www.sam.gov in accordance with FAR Subpart 4.11 and may not be listed in the Excluded Parties List System at www.epis.gov. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price or other factors considered. For this solicitation, all evaluation factors other than cost or price when combined are more important than cost or price. Additionally, the Government reserves the right to consider the realism of the offerors proposed price(s), if necessary, as a method of determining if price reveals problems that would impact performance risk and responsibility matters. Cost/Price realism analysis will be performed, if necessary, in accordance with the methodology set forth in FAR 15.404-1(d). Evaluation factors for award can be found in the attachment section of this RFQ. PRICE QUOTE: Offerors shall submit a fixed labor rate price quote in response to the RFQ. The price quote shall demonstrate the proposed/estimated level of effort and mix of labor necessary to perform this requirement. EPA has estimated that approximately 948 hours of direct labor will be required to complete these services. These estimates are for informational purposes only and while it may be used to compute the vendors total price quote, it is not required to be used as the basis for vendor quotes. The price quote shall include all applicable labor categories, the estimated number of labor hours per labor category, applicable labor rates, other direct costs (if applicable), and the total estimated price/cost. Also note that tax should not be included in the price since the federal government is exempt from paying taxes. The tax exempt number is 52-085-2695. TECHNICAL VOLUME: The technical volume must be sufficiently detailed to enable the EPA to make a thorough evaluation and to arrive at a sound determination as to whether the proposed services meet the requirements of the SOW and the offered approach is valid and practical. The technical volume must be specific, detailed and complete to clearly demonstrate how the offeror plans to execute the requirements described in the SOW, including a timeline and details for tasks and deliverables. Clear evidence of services and/or processes previously demonstrated and currently in place relating to the technical evaluation criteria should be included as well. For this requirement, the technical evaluation factors for award are as follows: Technical Approach and Capability: The contractor shall demonstrate its ability to meet all of the REQUIREMENTS listed in the SOW. Past Performance: The contractor shall demonstrate that is has successfully performed transcription services for similar requirements with respect to task size, scope, and complexity. The contractor shall submit at least two (2) examples of relevant past performance performed within the past three (3) years that includes a description of the work performed and contact information (e.g., name, telephone number and email address) for past performance references.
