RFQ NO. P17PS02401 Pre-Solicitation Announcement NATIONAL PARK SERVICE LASSEN VOLCANIC NATIONAL PARK REPLACE FUEL SYSTEM COMPONENTS The National Park Service, Lassen Volcanic National Park, has a requirement for the replacement of fuel system components in two locations. The Contractor shall provide all supervision, labor, materials and equipment necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. The work of this contract consists of labor, materials, and equipment required to replace and install fuel system components at the Mineral and Manzanita Lake Fuel Systems. Component replacement will include two single product dispensers, two fuel pumps, one fuel island pedestal card reader, and all related components and fuel supply piping at both sites. New piping shall be painted to prevent rust. Paint shall match the existing color of the fuel tanks. The contractor shall be responsible for all demolition and waste disposal associated with the contract. A bid option exists to replace and relocate a Tank Management System (TMS 3000) unit. In this bid option the Tank Management System will be replaced with a new modern unit which is compatible with the park¿s existing software. The new unit will be located approximately 40 linear feet from the existing location inside Maintenance Office Building #133. The relocation will require installing new Electrical Metallic Tubing (EMT) conduit and associated wiring in a trench between the fuel system and the new Tank Management System unit, cutting existing asphalt, excavation to a depth of no less than 1.5 feet including bedding and backfill and replacement of asphalt. The Contractor shall provide all manpower, equipment, testing, and supplies to perform the replacement and related services as identified within the Specifications document and any additional documents or requirements. All work shall be performed in accordance with local, state, and federal laws. The Contractor shall obtain all necessary permits required to successfully complete the work. Site work is anticipated to begin on or around September 18, 2017 and shall be completed no later than 31 days after Notice to Proceed. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237120, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Quotation (RFQ) will be available on or around August 4, 2017 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFQ will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFQ. An organized Site Visit has been scheduled and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price. Award is subject to the availability of funding at the time of award.
