Opportunity: ANALYSIS OF TREATMENT WETLANDS

Description 

The National Park Service, Southeast Region intends to award a Firm Fixed price contract with a base and four option periods, for water quality analyses and modeling that are needed to improve and protect the quality of water in and entering Department of the Interior Trust Lands (ARM Loxahatchee National Wildlife Refuge (LNWR), Everglades National Park (ENP), Big Cypress National Preserve, and Biscayne National Park) that insures that the unique flora and fauna within them will be preserved for future generations. . This requirement is being procured in accordance with FAR Part 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. The determination to select Wetland Management Services for the water-quality analyses and modeling is that the company has been responsible for all elements of water quality analyses and modeling since a lawsuit filed by the United States against the State of Florida in 1988 over nutrient pollution issues. A Settlement Agreement was reached in 1991 and a Consent Decree was established in 1994. That agreement required the State of Florida to implement sufficient phosphorus control measures to achieve water quality standards throughout the Everglades marsh by December 2006. Dr. Kadlec of Wetland Management Services has a unique expertise in the project and has an irreplaceable level of experience that is required to complete the work. Continuing with the same water modeling and analysis is essential in the continuation of the services. This minimizes the risk of the project owner (the park) and reduces the delivery schedule. Additionally, staying with one firm throughout the process is in the best interest of the Government because it decreases costs on the overall project. Familiarizing a new firm with the requirement is not beneficial to the productivity of this project. Dr. Kadlec is very familiar with project and has done outstanding work for the Department of the Interior. NAICS Code: 541620, Environmental Consulting Services, Standard business size is $15.0. The National Park Service is presently using FEDBIZOPPS to issue synopsis for Notice of Intent to Award Sole Source Justifications. The synopsis may be viewed online at either http://www.fedbizopps.gov. Fedbizopps will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synposis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list.
