Opportunity: SUBSURFACE ENVIRONMENT SAMPLER

Description 

Notice of intent The USGS, Sacramento Office of Acquisition and Grants intends to award a firm-fixed contract to Montana Emergent Technologies (MET) located in Butte, MT, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the delivery of several Subsurface Environment Samplers (SES). MET is uniquely qualified to produce the SES because they built the first prototype SES. MET is the only company aware of the current design requirements and capable of producing the current SES. The USGS has a great need for an SES for many subsurface studies, but has an immediate application need at the USGS Birney field site where these newly developed SES will provide the ability to monitor the microbial conversion of coal to methane and inoculate upflow bioreactors. Due to their experience modifying the prototype SES to improve function within the USGS field site's wells, MET is uniquely qualified to continue modifications to the SES that would allow battery operation instead of cable operation. The applicable NAICS code is 334516; PSC is 6655. The anticipated award date is mid June 2016. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responses received by 10 am PDT 1 Jun 2017 will be considered by the Government. All information submitted should support the offeror's capability to provide the items/services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services/supplies.
